ARTICLE I
JURISDICTION

The Inter-County Soccer League shall have full jurisdiction over all clubs, coaches, managers, spectators, officials, and players, and over all matters connected with soccer within this Association. The Executive Committee shall have the power to expel, suspend, or impose fines and/or penalties as it may deem proper for any violation or breach of the Constitution, By-Laws or Rules and Regulations of this Association.

ARTICLE II
SEASONAL YEAR

The seasonal year of this Association shall begin on September 1st and end on August 31st of the following year.

ARTICLE III
ORDER OF BUSINESS

The order of business at all regularly scheduled meetings of the General Membership shall be:

1. Roll Call

2. Minutes of the previous meeting.

3. Communications

4. Reports of League Officers

5. Reports of Committees

6. Old Business

7. New Business

8. Good and Welfare

9. Adjournment

The President of the Association shall have the power to alter the order of business of any regularly scheduled meeting of the General Membership

ARTICLE IV
REGISTRATION
Section 1 (Players)


Every player in this Association shall be registered in accordance with the rules and regulations of the Eastern Soccer Pennsylvania Association or the Eastern Pennsylvania Youth Soccer Association.

Players registered under the Eastern Pennsylvania Youth Soccer Association may play for more than one (1) team provided the following conditions are complied with:

A. Players must indicate at registration their primary team.

B. A player cannot play as a primary player for more than one team.

C. A player can play for only one (1) team in any cup competition sponsored by the Inter-County Soccer League.

D. No team may roster more than three (3) secondary players on their team at any one time. There will be an unlimited number of secondary player changes permitted during the seasonal year, as long as the team competes with all other USYSA and ICSL Registration Rules.

E. Youth players may play on a Senior team in accordance with the rules of the United States Soccer Federation.

Section 2 (Roster Limitations)

A. No youth team, U-11 thru U-15, shall be allowed to have any more than eighteen (18) registered players at any given time.
U-16 and up may register up to 22 players but no team can dress more than 18 on Game Day
No youth team, U-10 or younger, shall be allowed to have any more than fourteen (14) registered players at any given time.

B. No youth team, U-11 or older shall be allowed to have less than seven (7) registered players at any given time.
No youth team, U-10 or younger shall be allowed to have less than five (5) registered players at any given time.

C. Any team playing a player who is over age shall forfeit any game(s) in which that player takes part.

D. A Senior club shall be permitted to have at any one time no more than twenty three (23 registered active players for each team fielded in the Senior Division. Each team can register a maximum of 27 players, in a seasonal year, including 2 professional players, at any one time. No team can dress more than eighteen (18) players for any game.

Section 3 (Player Transfer and Release)

A. Any player signing a player registration form is bound to that team for the entire seasonal year unless released or transferred to another team. Any player, in good standing, requesting a release or transfer to another team shall submit his/her request in writing to the League Registrar on the approved form of the appropriate governing body (EPSA or EPYSA).

B. A team shall be limited to a total of five (5) transferred players per seasonal year. A transfer shall be defined as adding a USYSA or USSF currently registered player to a roster or as adding a previously registered USYSA or USSF player to the same roster from which he/she had been previously released.

C. When a player is released, his/her player pass must be surrendered to the League Registrar.

D. No new players may be added to a Senior Division roster after April 15th, for League play.


ARTICLE V

COMPETITION
Section 1 (Rules of Play)


Except as herein provided, FIFA Laws of the Game shall apply to each and every game played within the jurisdiction of this Association.

Section 2 (Schedules)

The competition of this Association shall be according to schedules prepared by the Games Commissioner and approved by the Executive Committee. The number of games played shall be determined by the number of teams registered and the division in which a team may compete. The Executive Committee only shall have the authority to select and/or limit the number of teams competing in any level of competition or age division.

Section 3 (League Standings)

The point system will be used to determine league standings. A win will be three (3) points and a tie will be one (1) point. There will be no points for a loss.

Section 4 (Promotion and Relegation)

A system of promotion and relegation shall be applicable in all divisions:

In all divisions., the first and second place teams will be subject to promotion to the next higher level of competition, providing one exists.

In all divisions., the last and next to last place teams will be subject to relegation to the next lower level of competition, providing one exists.

The levels of competition in the Associations shall be determined by the Competition Committee.

Upon a showing of exceptional circumstances, the Executive Committee only shall have the authority to override the promotion and relegation system provided in Article V Section 4 herein.

Section 5 (Length of Game)

The length of the games for a regular season, play-off, and championship games shall be as follows:

In all playoff and championship games, if the score is tied after sudden death periods, the winner should be determined according to the Penalty Kick procedures detailed in the Laws of the Game.

Section 6 (Playoffs and Championships)

The Games Commissioner and the Executive Committee shall determine the format for all playoff and championship games, if necessary.

The League Championship team in each age division and level of competition shall be given suitable awards as determined by the Executive committee. There shall be one (1) award for each registered player and no more than two (2) for coaches.

ARTICLE VI

ADMINISTRATIVE POSITIONS
Section 1 (Games Commissioner)


The League Games Commissioner shall be appointed by the Executive Committee as soon as is practicable after the Annual Meeting of this Association.

The League Games Commissioner shall be responsible for scheduling all competitions among teams within this Association. Competition dates and schedules established by the Games Commissioner shall be approved by the Executive Committee. The Games Commissioner shall have the power to declare postponements of games due to inclement weather, poor field conditions, and/or unavailability of fields. No game may be postponed by the Games Commissioner later than two (2) hours prior to the scheduled time for the game.

The Games Commissioner shall not serve as either an officer or trustee of this Association.

The Games Commissioner shall be entitled to compensation as determined by the Executive Committee on a yearly basis.

The Games Commissioner shall, in addition to the duties outlined herein, schedule games and competitions in accordance with the By-Laws, Rules and Regulations of this Association, and other pertinent rules and regulations of the United States Soccer Federation and its affiliates.

The Games Commissioner shall be required to submit a report at all regularly scheduled meetings of the General Membership, the Executive Committee, and at such other times as may be directed by the President of this Association.

The Games Commissioner shall also be responsible for any other duties determined by the Executive Committee that are consistent with the position of Games Commissioner.

Failure of the Games Commissioner to perform the duties prescribed above shall be grounds for dismissal of the Games Commissioner.

Section 2 (League Registrar)

The League Registrar shall be appointed by the Executive Committee as soon as is practicable after the Annual Meeting of this Association.

The League Registrar shall be responsible for conducting player registration, player transfers and player releases in accordance with the By-Laws, Rules and Regulations of this Association and other pertinent rules and regulations of the United States Soccer Federation and its affiliates. Player registration dates shall be established by the League Registrar and approved by the Executive Committee.

The League Registrar shall not serve as either an officer or trustee of this Association.

The League Registrar shall be entitled to compensation as determined by the Executive Commit tee on a yearly basis.

The League Registrar shall be under an obligation to report all improper player registrations, transfers, or releases to the Executive Committee. Failure to report registration irregularities shall be grounds for dismissal of the Registrar.

The League Registrar shall be required to submit a report at all regularly scheduled meetings of the General Membership, the Executive Committee, and at such other times as may be directed by the President of this Association.

The League Registrar shall also be responsible for any other duties determined by the Executive Committee to be consistent with the position of League Registrar.

Failure of the League Registrar to perform the duties prescribed above shall be grounds for dismissal of the League Registrar.

Section 3 (Administrative Secretary)

A. The Administrative Secretary shall be appointed by the Executive Committee as soon as is practicable after the Annual Meeting of this Association.

B. The Administrative Secretary shall be responsible for maintaining the Administrative League Office, keeping track of League correspondence, compiling League standings in conjunction with the Games Commissioner and paying bills out of petty cash with the approval of the President, and sign checks approved by the Executive Committee.

C. The Administrative Secretary shall not serve as either an officer or trustee of this Association.

D. The Administrative Secretary shall be entitled to wages as determined by the Executive Committee on a yearly basis.

E. When requested, the Administrative Secretary shall be required to submit a report as may be directed by the President, or the Executive Committee, of this Association.

F. The Administrative Secretary shall also be responsible for any other duties determined by the Executive Committee to be consistent with the position of Administrative Secretary.

G. Failure of the Administrative Secretary to perform the duties described above shall be grounds for dismissal of the Administrative Secretary.

Section 4 (Other)

Other administrative positions may be created by the Executive Committee with the approval of a majority of the voting power present at any General Membership meeting.

ARTICLE VII

GRIEVANCE
Section 1 (Establishment)


The Grievance Committee is established under the Constitution and By-Laws of the Inter-County Soccer League Association.

Section 2 (Authority)

Pursuant to Article VIII Section 1 of the Constitution of the Inter-County Soccer League Association, the Grievance Chairperson, the Grievance Committee, as well as any subordinate committees formed by the Grievance Chairperson, shall have the authority to penalize all member clubs and teams and the individual officers, coaches, members and players thereof. Penalties shall include but not be limited to letters of censure, forfeiture of games and/or points in competitive standings, fines, restrictions of playing fields, temporary or permanent suspension from games and other activities of the Inter-County Soccer League.

Sanctions prescribed by the Arbitration Board Rules of the EPYSA and EPSA are recommended minimum penalties that may be imposed by any person or committee authorized pursuant to these By-Laws to impose such sanctions.

Section 3 (Responsibility)

Pursuant to Article VII Section 1 of the Constitution of the Inter-County Soccer League Association, the Grievance Committee and its chairperson shall be responsible for the arbitration of disputes arising from violations of the Laws of the Game. They shall also be responsible for notifying the involved Club Coordinators and the General Membership of the decisions that they render.

Section 4 (Membership)

All Grievance subcommittees shall consist of the Grievance Committee Chairperson, or a designee approved by the Executive Committee and four other members. The members of any Grievance subcommittee shall represent different member clubs. No subcommittee member shall represent the same club(s) whose case is being decided. At the direction of the Grievance Chairperson the member club Coordinators shall supply the panel members. The failure of any member club to supply the necessary panel member will result in an assessment against that member club.

Section 5 (Meetings)

The Grievance Committee or designated subcommittee shall meet within fifteen (15) working days of the receipt of an appeal filed in accordance with the procedures outlined in Section 6 of this Article.

A quorum shall be three members, including the Grievance Committee chairperson or his/her designee.

Any Grievance Committee formed by the Second Vice President, or his designated representative, has the power to summon any interested Club Coordinator or others necessary to make its decision. The failure of any Club Coordinator or other summoned individual to appear shall not deter the Committee from rendering a decision based upon the evidence before it. Furthermore, failure to appear after receipt of a summons from any Grievance Committee shall subject the notified party to disciplinary action by the Ethics Committee.

A representative of the referees may attend any Grievance Committee meeting in an observer capacity.

No other person may attend any Grievance Committee meeting unless specifically authorized by the Constitution, By-Laws, or the Executive Committee of this Association, or invited by the Chairperson.

Section 6 (Procedures)

The Grievance Committee chairperson or designee shall review all referee games reports within seven (7) business days after the receipt of the game report.

The Grievance Committee chairperson or designee shall impose any sanctions required by the Arbitration Board Rules of EPYSA and/or EPSA and such other sanctions, as he/she deems necessary.

After imposition of sanctions by the Grievance Committee Chairperson or designee, notice shall be sent pursuant to Article VIII Section 4 of the Constitution of the Association.

In the event that any aggrieved party desires to appeal the decision of the Grievance Committee chairperson or designee, that aggrieved party must file a written request for an appeal hearing before the Grievance Committee with the Administrative Secretary in the League Office. This request must be postmarked within two (2) business days of receipt of notice of the decision of the Grievance Committee chairperson or designee and include the appropriate appeal fee.

At the conclusion of the hearing on the appeal, the Grievance Committee chairperson or designee shall file a report on the decisions reached by the Committee. Notice of the decision shall be given to the Club Coordinators of the parties affected by the decision pursuant to Article VIII, Section 4 of the Constitution of this Association. A copy of all reports shall be maintained in a book for that purpose in the League Office. The reports shall be on a form approved by the Executive Committee.

Any party aggrieved by the decision of the Grievance Committee may appeal provided that the procedure outlined in Article VIII, Section 5 of the Constitution of this Association is followed.

ARTICLE VIII

ETHICS
Section 1 (Establishment)


The Ethics Committee is established under the Constitution and By-Laws of the Inter-County Soccer League Association.

Section 2 (Authority)

Pursuant to Article VIII Section 2 of the e Constitution of the Inter-County Soccer League Association, the Ethics Committee, as well as any subordinate committees formed by the Ethics Chairperson, shall have the authority to penalize all member clubs and teams and the individual officers, coaches, members, and players thereof. Penalties shall include but not be limited to letters of censure, forfeiture of games and/or points in competitive standings, fines, restrictions of playing fields, temporary or permanent suspension from games and other activities of the Inter-County Soccer League.

Section 3 (Responsibility)

Pursuant to Article VIII, Section 2 of the Constitution of the Inter-County Soccer League Association, the Ethics Committee shall be responsible for the arbitration of all other disputes or grievances that may from time to time arise in the Association. Typical cases would be disputes involving the decisions of a referee, disputes between clubs, behavior of fans, etc. The Ethics Committee shall also be responsible for notifying the involved Club Coordinators and the General Membership of the decisions that they render.

Section 4 (Membership)

All Ethics subcommittees shall consist of the Ethics Committee Chairperson, or a designee approved by the Executive Committee, and four other members. The members of any Ethics subcommittee shall represent different member clubs. No subcommittee member shall represent the same club(s) whose case is being decided. At the direction of the Ethics Chairperson the member club Coordinators shall supply the panel members. The failure of any member club to supply the necessary panel member will result in an assessment against that member club.

The Ethics Committee shall meet as directed by the Executive Committee, the President, or any aggrieved member club as outlined in Section 6 of this Article.

ARTICLE IX

NOTICE

In addition to the Notice provisions contained elsewhere in the Constitution and By-Laws of this Association, notice of the decisions of the Grievance and Ethics Committees shall be published in the next issue of the newsletter published by the Association.

ARTICLE X

CLUB COORDINATORS
Section 1 (Definition)


Each member club shall designate one person to be its representative to this Association. This representative shall be responsible for coordinating the member club’s activities, field availability, team registration, payment of fees, committee representation, and meeting attendance.

Section 2 (Notice)

Any notice given to the Club Coordinator of any member club shall be deemed notice to all affiliates of that member club unless otherwise specified.

Section 3 (Coordinator’s Meetings)

Each member club shall see that its Club Coordinator attends all meetings of this Association.

Failure of the Club Coordinator to attend these meetings shall result in the automatic imposition of a fine for each meeting missed.

Section 4 (Alternate)

In the event of absence or removal of the Club Coordinator, the designated alternate Club Coordinator shall act in his/her place and stead.

ARTICLE XI

ASSESSMENTS

In addition to the fees and costs prescribed by the Executive Committee for membership in this Association, each member club agrees to pay the fees and costs associated with:

1. Failure to report scores of games.

2. Failure to report scores on a timely basis.

3. Failure to submit referee assessment forms as required.

4. Failure to attend meetings as required.

5. Forfeiture of scheduled games.

6. Fines imposed by either the Grievance or Ethics Committees,

7. The cost of mailing notices of cautions, suspensions, and other sanctions.

8. Failure to timely submit appropriate team and club documents.

9. Failure to supply a panel member to the Grievance or Ethics Committees.

10. Such other assessments as determined by the procedure outlined in Article, IX, Section 13 B (4) of the Constitution of this Association.

ARTICLE XII

MISCELLANEOUS
Section 1 (Comity)


This Association shall recognize suspensions and rulings of all other leagues under the jurisdiction of the United States Soccer Federation, when notified thereof.

Section 2 (Approaching of Players)

No team, club, coach, player, or any other person may approach a registered player to leave his/her team or club. In cases where it can be proven that a deliberate attempt was made to induce a player to change his/her club or team, the person and the club or team which made the inducement shall EACH be subject to a minimum fine of $100 and be placed on probation for a minimum period of one (1) year.

Section 3 (Reports)

The Executive, Grievance, and Ethics Committees may require any person, team, or member club to provide written reports upon request.

Section 4 (Interpretation)

The Constitution and By-Laws of this Association are to be interpreted so that they are consistent with the Constitution and By-Laws of the United States Soccer Federation and its affiliates. In cases of conflict between the Constitution and By-Laws of this Association and the Constitution and By-Laws of the United States Soccer Federation and its affiliates, the latter shall govern.

However, where the provision of the Constitution and By-Laws of this Association are different from, but not in conflict with, those of the United States Soccer Federation or its affiliates, the former shall govern.

Section 5 (Rules and Regulations)

The General Membership shall have the power to supplement the Constitution and By-Laws of this Association by adopting Rules and Regulations in the form of motions that are seconded and adopted by a majority of the voting power present and voting at any general membership meeting.

The Recording Secretary of this Association shall be responsible for maintaining a book in the League Office containing all such Rules and Regulation adopted by the membership.
